Questions and Answers pertaining to the Special Education Nursing Services RFP dated 4-07-16

1.  Question:   Do you currently have one or multiple providers rendering these services? 

     Answer:   We have one main provider, however on rare occasions we use others to fill in.

2.  Question:  If yes, how long have the existing providers been doing such?

     Answer:  Four years.

3.  Question:  The number of students anticipated to receive the services: is that based on existing students receiving the services currently and /or includes anticipated projections for new students in 2016-17?    

     Answer:    We estimate 20 students needing nursing care.

4.  Question:  Does the district attempt to keep continuity of nursing providers for students year after year and if not, what is the determination made on if you have multiple vendors or new vendors?

5.  Question:    What is the current pricing for existing vendors?

6.  Question:    Is there a general description of the type of student needs currently identified, i.e. are they diabetic (easier) or requiring trach’s, GI tubes, etc. (more difficult)?   

      Answer:     Typically our students need more difficult nursing care.

7.  Question:    Does the district assign a school RN to review the Plan of Care or does the agency provide the RN to review the physician’s orders and create the day to day plan of care for the student?  Different schools we find have different processes.

     Answer:     The RN assigned to the school by the district provide and reviews care plans with the contracted nurse.

8.  Question:   On pages 6 and 11 of the RFP, there is a discrepancy in how many references the District is requesting the bidder provides (five versus three). Can Manchester School District please clarify the required number of references?    

     Answer:      We will accept three references.

9.  Question:    On page 4 of the RFP, the selection process states that proposals will be evaluated based on the following criteria:

§  Bidder’s skills

§  Experience

§  Credentials

§  Proposed cost

§  Completeness of proposal

§  Knowledge and ability to perform required tasks

§  Accessibility to work with the District’s administration

§  Professional references 

Can Manchester School District please attach objective criteria (points/percentages) for the above mentioned evaluation topics?

       Answer:     This information is not available at this time.

10.  Question:   On page 6 of the RFP, it states that LPN supervision by an RN is required in this solicitation. Can Manchester School District please explain its supervision requirements? Is indirect supervision acceptable? 

       Answer:     All private duty staff work under the umbrella of the school RN. We ask that agencies meet LPN supervision requirements of their own staff. 

11.  Question:    Can Manchester School District please provide the amount of daily/weekly hours being utilized for each of its 17 students requiring nursing services?  

       Answer:     Note these are estimates are our needs change daily.

                        RN/LPN - 250 hours per week

 LNA - 55 hours per week 

12.  Question:    Can Manchester School district please provide the nursing classifications utilized (RN, LPN, LVN, CNA) for each of its 17 students requiring nursing services?

        Answer:     As of today: 

                           9 RNS (1 covers 3 students)

                           6 LNAs

                           1 LPN

13.  Question:    Can Manchester School District please provide incumbent information and current pricing for the nursing services contract in place?

14.  Question:    Can Manchester School District provide the specific number of weekly LNA hours needed?

        Answer:     K-12 - 7 or 8 hours a day - currently two LNAs are doing this work.

PreK - LNAs 2.5 to 3.5 hours per day, 3 -4 days a week - 4 LNAs are doing this work..

15.  Question:   We were looking to submit our questions for the proposal and we are unable to find the link to send our questions too, do you know where we can access that?  Where on the website can we find the answers to the questions?

        Answer:     If you are looking to ask questions on the RFP as spelled out in the RFP on page 2 all questions should be emailed to Chris Martin, Assistant Superintendent at cmartin@mansd.org.  Questions should be sent prior to April 6th. After that time, all questions and subsequent answers will be compiled from all potential bidders and posted out on the District website on the RFP posting page at:  http:// www.mansd.org under "Vendors-Requests for Proposals". Based on the close date for the questions I would anticipate we would have all questions and answers posted by April 7th. Any vendors asking questions during this timeframe will be notified once they have been put up on the site. 

16.  Question:  Please furnish a copy of the entire bid proposal submitted by Nurse Ready/Career Staff, as well as any other awarded/contracted parties, with all amendments, addendums and exhibits resulting in the contract award by Manchester School District for Special Education Nursing Services.

        Answer:  This information will be furnished upon written request to the district.  There will be costs involved in preparing this documentation.

17.  Question:  Please furnish a copy of the previous Request  for Proposal released by Manchester School District for Special Education Nursing Services resulting in award to Ready Nurse/Career Staff, and other awarded parties.
