Questions & Answers dated 3-15-19 pertaining to the Special Education Nursing Services RFP

Question#1:  What was the annual expenditure from this contract for the last school year?

Answer:  The annual expenditure was $750,000.


Question #2:  Does the district intend to award multiple vendors?

Answer:  The district plans to award one contract.


Question #3:  What would be the payment terms of the district for this RFP?

Answer:  The district issues checks once a month.


Question #4:  What are the required documents for the providers to start working at the district?  For example: fingerprint, state license, criminal background, TB test, any other specific certifications?

Answer:  Fingerprinting for a criminal background check through the Manchester School District with results coming to the District, applicable active NH professional license in good standing, no TB test required, and ensure contracted personnel are not on the “List of Excluded Individuals/Entities” for Medicaid reimbursement (LEIE), no other certifications needed.


Question#5:  In the event that the district will find a permanent employee of the district and will no longer be needed, will the district provide the vendor with a 30 day termination written notice?

Answer:  Yes


Question#6:  Have your current providers been able to meet all of your needs?

Answer:  At this time, we have had to use multiple vendors to meet our needs.


Question#7:  Are resumes requested or required with our proposal or at the time of the award?

Answer:  Time of the award.


Question#8:  How many contracted hours of services were utilized last year?

Answer:   Please see page 2 of the RFP.


Question#9:  Does the vendor provide the equipment materials to be used for services?

Answer:  Please see Scope of Proposal on page 4 of the RFP.


Question#10:  How much lead-time will selected agencies have to prepare for an interview?

Answer:  We will work with the selected agency in a collaborative fashion.


Question#11:  Please provide a list of current vendors, respective rates and how many providers were provided by your current vendors?  

Answer:  Therapists Unlimited -

  • Speech Pathologists - $85.00/hr

  • Speech Assistants - $45.00/hr

  • Occupational Therapists - $65.00/hr

  • Certified Occupational Therapy Assistants - $65.00/hr


Question#12:  Are therapists required to utilize a service log to notate direct and indirect services hours?

Answer:  Yes


Question#13:  Is the district open to new graduates?

Answer:  We are open to all qualified, licensed and certified individuals.


Question#14:  Will the district provide supervision for new graduates?

Answer:  No


Question#15:  Will Manchester School District consider contracting teletherapy services for this proposal?

Answer:  Not at this time.


Question#16:  Is it your preference for the vendor to have an office in the State of New Hampshire?

Answer:  This is not necessary. The vendor needs to make themselves available for phone conversations or meetings as needed.


Question#17:  Will Manchester School District consider an all-inclusive hourly price rate range depending on the candidates’ level of experience OR does the district only want an fixed flat hourly rate for service?

Answer:  Please address in application.


Question#18:  Do you require vendors to guarantee the provision of therapy, or is it understood that vendors will begin recruiting on a best efforts’ basis upon contract award?

Answer:  It is our expectations that the vendor is able to provide the services.


Question#19: Can the vendor incur any penalties or be liable for any damages for not have Speech/Language Pathologist available upon your school’s request in a timely manner or would your school terminate the RFP contracts with the vendor?

Answer: This should be addressed in the contract.


Question# 20:  What would be the payment terms of Manchester School District (Net 30)? Does your Board meet monthly to approve and release payments?

Answer:  The district issues checks once a month.


Question#21:  To complete the provision of therapy and nursing services, are testing/evaluation materials provided by Manchester School District or the Vendor?

Answer:  Please see Scope of Proposal on page 4 of the RFP.


Question#22:  Will your school provide laptops/computers and/or email account to the contracted providers during their assignment?

Answer:  We will provide a district e-mail.  Please see Scope of Proposal on gage 4 of the RFP.


Question# 23:  Will the providers have access to internet capabilities, computers/laptops/iPads, office supplies, fax/copy at Manchester School District?

Answer:  Vendor will have access to internet and fax. Please see Scope of Proposal on page 4 of the RFP.


Question#24:  What level or type of expertise should the SLP have in the use of ASL/Assistive technology/Applied Behavior analysis?

Answer:We would welcome SLPs with that level of experience.


Question#25:  What is the bill rate you have worked with in the past for these services?

Answer:  See page 1 of the RFP.


Question#26:  Are we able to submit rates for additional modalities we are able to service that are not requested in this solicitation?

Answer:  Yes


Question#27:  Do you have any current needs?

Answer:  Please see page 1 of the RFP.


Question#28:  What would the Manchester School District like to accomplish through the procurement of these professional services? Are there any key objectives that we should be aware of as we build a solution?

Answer:  Please see the Scope of Proposal and Services in the RFP.


Question#29:  How many billable hours were utilized over the past school years?

Answer:  Please see page 1 of the RFP.


Question#30:  How many contract SLPs were utilized over the past school years?

Answer:  Please see page 1 of the  RFP.


Question#31:  Would the Manchester School District clarify its expectation of SLP expertise in American Sign Language, Assistive Technology and Applied Behavior Analysis?  Are these types of expertise required or preferred?

Answer:  We would welcome SLPs with that level of experience.


Question#32:  What is the average caseload in the Manchester School District for each SLP? How many schools are typically on a caseload for each SLP?

Answer:  Typically, it is 55-60 per SLP and at times two schools.


Question#33:  Are professional days required?  If so, are we able to invoice for them? How many professional days per school year?

Answer:  They are not required.


Question#34:  With respect to the requirement for the five references, would the Manchester School District be open to considering references for similar services from resources other than school districts?

Answer:  Yes


Question#35:  Would the Manchester School District clarify its expectations for access to managed services?

Answer: Managed services enables the bid winner to be able to subcontract/work with  other companies if the bid winner can no longer support or provide therapists. This enables the bid winner to continue to provide the services through other companies and at the same rate as the agreed upon rate in the bid.


Question#36:  Can we included pricing for Clinical Fellows?

Answer:  Yes


Question#37:  If CFs are assigned, who is responsible for supervision? The school or the agency?

Answer:  The vendor is responsible for all supervision.


Question#38:  Can pricing increase during the term of the contract?

Answer:  No


Question#39:  Our therapists can complete necessary paperwork for the district to bill and receive reimbursements from Medicaid, but we do not bill Medicaid directly. Is this in alignment with your expectations?

Answer:  MSD will bill Medicaid but it will be expected for the vendor to complete the necessary paperwork.
