Questions & Answers dated July 5, 2019 pertaining to the Specialized Transportation RFP


1.   Question: Is the contract included in this RFP for reference purposes only, or should a signed and dated copy of the contract be included in the proposal? 

Answer:  The contract included in this RFP is for reference purposes only at this time.  Once an official award has been made the winning vendor will be required to execute a copy of the contract as included with this proposal.

2.   Question: Can the District provide a copy of the 2018-2019  specialized transportation contract, with rates? 

         Answer:  Yes, the District can provide a copy of the 2018-2019 contract for these services                   upon a written request to: jgillis@mansd.org. 

3.   Question: Can the District provide the # of in-district students utilizing specialized transportation for school year 2018-2019? 

         Answer: For the five schools being serviced there were approximately 84 students utilizing in-             district transportation. For the out-of-district McKinney-Vento students, the number changed                 frequently ranging from 10-20 students.                     

    4.   Question: Can the district provide more details on each in-district run, i.e., pick up and drop                off addresses and times, for school year 2018-2019?

        Answer: The district can not provide this information, all trip scheduling and routing is                          done by the vendor.

5.   Question: Please clarify “mid-day routes”. Do mid-day routes take place during regular school hours, or are they regular runs on school half-days?

          Answer: Mid-day routes take place during regular school hours.These routes are for                            students that will leave their home school for special programs or services and then return                  to their home school.

6.   Question: Can the District provide more details on each out-of-district run, i.e., town of origin to school destination, for the school year 2018-2019?

          Answer: Out-of-district runs do not pertain to this RFP, except for McKinney-Vento                              transportation.

7.   Question: How many students from each of the out-of-district towns utilized specialized transportation services during the 2018-2019 school year?

          Answer: Please see the answer to question 3.

8.   Question: Please clarify timing of payment for services rendered: If billing is received by the District by the 10th day of the month following service, (e.g. October 10th for September 1-30 service), will payment to contractor be made by the end of the month following service, (October 31st payment deadline for September service), or the month following billing, (November 30th payment for September service)?

          Answer:  The district does one check run each month.  Invoices received by the 10th of the                 month will be paid by the last day of the month following service.

    9.   Question: Please clarify “half-day buses”. Does half-day bus transportation take place                         during regular school hours, or are they regular runs on school half-days?

        Answer: Half-day buses are regular runs on school half-days.

  10. Question: Is the District creating emergency cards?

        Answer: No, the vendor creates them. They are distributed to parent/student at the point                    of service and collected the same way.

  11. Question: Will $5 million auto liability insurance be required for vehicles under 10 passenger?

        Answer: Yes, $5 million auto liability insurance is required for all vehicles.

  12. Question: Will the district entertain a proposal for just in-district transportation or just out-of-                district transportation?

        Answer: No. This RFP is for in-district transportation for the five schools listed on Appendix                A  and the out-of-district McKinney-Vento students

 13. Question: If the District will entertain a proposal for just out-of-district transportation, will a daily           per vehicle rate from Manchester to destination schools with flat fixed rate for each                               student added to existing run be acceptable?

       Answer: See answer to question 12.

  14. Question: Can the district provide a copy of all Manchester schools that may use transportation 

        services solicited in this RFP?

        Answer: The schools solicited for this RFP are listed on Appendix A.
